Kawaiisu Tribe say petroglyph replications done without permission; some are offensive
Sounds like a lot of complaining over nothing in an attempt to get a donation!
Of the approximate 150 replications found on both public and private property in town, Blackwell said about 10 percent of them are offensive to the tribe, however nearly all of them were reproduced without permission under the Indian Arts and Crafts Act of 1990.

Tribe posts Cease and Desist Notice on Petroglyph art
The guy looks like a fat white guy to me!
For the past two holiday weekends, bright green “Cease and Desist” notices have appeared, disappeared, and then re-appeared on several of the city’s petroglyph art pieces. The notices claim the native art to which they are attached is “a copy of native images owned by the Kawaiisu nation” and the art has been “replicated without permission for commercial purposes.”

The Indian Arts and Crafts Act of 1990
A quick reading of this law indicates to me that it has nothing to do with public display and only with someone pretending to be selling authentic Indian art when it isn't actually authentic. So, the law has nothing to do with the complaints made by this obese white guy.
